2018年，最高人民法院根據(jù)中央辦公廳、國務(wù)院辦公廳《關(guān)于建立“一帶一路”國際商事爭(zhēng)端解決機(jī)制和機(jī)構(gòu)的意見》有關(guān)精神，建立了訴訟與調(diào)解、仲裁有機(jī)銜接的“一站式”國際商事糾紛多元化解決機(jī)制。為進(jìn)一步落實(shí)中央關(guān)于推進(jìn)共建“一帶一路”高質(zhì)量發(fā)展的決策部署，更好發(fā)揮“一站式”國際商事糾紛多元化解決機(jī)制的作用，根據(jù)相關(guān)機(jī)構(gòu)自主申報(bào)，經(jīng)綜合考慮各機(jī)構(gòu)受理國際商事糾紛案件的數(shù)量、國際影響力、信息化建設(shè)、服務(wù)“一帶一路”建設(shè)工作實(shí)效等因素，最高人民法院研究，確定廣州仲裁委員會(huì)、上海仲裁委員會(huì)、廈門仲裁委員會(huì)、海南國際仲裁院（海南仲裁委員會(huì)）、香港國際仲裁中心作為第二批納入“一站式”國際商事糾紛多元化解決機(jī)制的仲裁機(jī)構(gòu)。

Notice of the General Office of the Supreme Peoples' Court on Inclusion of the Second Group of International Commercial Arbitration Institutions in the “One-Stop” Diversified International Commercial Dispute Resolution Mechanism

The High People's Courts of all provinces, autonomous regions and municipalities directly under the Central Government; the Military Court of the People's Liberation Army, the Production and Construction Corps Branch of the High People's Court of Xinjiang Uygur Autonomous Region; All Organs of the Supreme People’s Court:
According to the Opinion Concerning the Establishment of the Belt and Road International Commercial Dispute Resolution Mechanism and Institutions of the General Office of the Communist Party Central Committee and the General Office of the State Council of the People’s Republic of China, the Supreme People’s Court established a "one-stop" diversified international commercial dispute resolution mechanism that integrates litigation, mediation and arbitration（the Mechanism）in 2018.
In order to further promote the high-quality development of the "Belt and Road" initiative, and to give full play to the role of the Mechanism, on the basis of the applications made by relevant institutions, and taking the number of international commercial dispute cases accepted, the international influence, the achievements in the construction of informatization, and the actual effects in serving the "Belt and Road" initiative of the applicants into account, the Supreme People’s Court hereby determines that the Guangzhou Arbitration Commission, the Shanghai Arbitration Commission, the Xiamen Arbitration Commission, the Hainan International Arbitration Court, and the Hong Kong International Arbitration Centre to be included in the second group of arbitration institutions in the "one-stop" diversified international commercial dispute resolution mechanism.
